ReplyDeleteand no, "ukraine money" isn't going to a cobalt mine. defense department money is, because cobalt is a critical resource for the defense department and they figured they would be wise to secure a domestic source. it isn't operating, being held in reserve as a strategic resource, so it isn't using any water.
