      Because they haven't a clue (or at least the author of the image doesn't). The digital CD standard already eliminates almost all frequencies humans can't hear. The study of psychoacoustics shows that if you have 2 audio signals, with the differences between them being 60 dB below the signal level, a human can't tell the difference between them (the differences are too "quiet" to be heard over the sound). Every 10 dB change in sound level is perceived as a double/halving of the sound (increase the level, it sounds "twice as loud"). MP3s are a "lossy" compression algorithm, meaning the uncompressed signal doesn't exactly match the original. But if the difference is at least 60 dB below the signal level, you can't hear it. Alas, MP3s do not always reach this level of accuracy. If you want good compression, use AAC, which is also a lossy compression algorithm, but it beats MP3's best (198K) at a lower data rate (128K). Or go with Apple's "lossless" compression, which reduces the file size about 50% but produces an uncompressed file that exactly matches the original. Reducing the file size 95% is impossible to do without gross signal degradation that even Hellen Keller would be able to hear.
