Barnacles are not bouyant. They will accumulate until the weight is sufficient to sink a boat, or turtle.
Consider the cycle of a float from a fishing net. The float is bouyant but dragged down by the immense raft if barnacles. It sinks low enough in the water column that the barnacles die and shed from the float. Now free of the weight, the float rises to the surface to start the cycle again.
The fliat weighed down by the barnacles sinks to a depth of great pressure. The pressure forces water into the float. As the float ascends, the pressure decreases trapping the water inside the float. This is how water is found inside otherwise intact floats. This explains why some of the many glassballs found on beaches have water inside.
