The thing that the video narrator and Bill Maher get wrong is that they think all the problems caused by CA's regulatory state are a result of unintended consequences. If you want to know what a thing is intended to do, look at the results it produces. These problems are not accidents, they happened by design. Politicians and regulators are not trying to solve their constituents' problems, they're trying to solve their own problems. That's what the system is designed to do, and that is exactly what it IS doing.
