Notice what happened here. Initially the cop was adamant it was a cell phone. He even argued it was a cell phone when the driver said it was a sandwich. (It was a cell phone. I know what a sandwich looks like)
Driver is cool, cop runs his license. A swing and a miss. Cop is almost apologetic. This was fishing. The stop was purely to run a license. Probably because of his young age.
Notice also just a warning. Can't fight a warning in court. If he had been ticketed and chose to fight it in court, he has video to prove the cop is a jerk.
It took two cop cars to pull over someone eating a sandwich, instead of solving real crime, like child sex slave trafficking, drug trafficking, organized crime, etc.
